  Overseas Doctors Training Scheme (ODTS)

 

What is the ODTS?

 

The Overseas Doctors Training Scheme (ODTS) is a formalised double-sponsorship scheme initiated jointly by the Department of Health and the Royal Colleges and administered by the relevant Royal College. The Scheme grants acceptable candidates exemption from the Professional and Linguistic Assessment Board (PLAB) examination.

The scheme provides very able overseas-qualified doctors with postgraduate training posts to enable them to continue or complete their specialist training in the UK before returning home. It should be noted that each Royal College has its individual policy concerning training posts.  It is not intended that overseas doctors remain in the UK on completion of their specialist training.


Why was the ODTS set up?

 

The Royal Colleges felt that a formalised scheme of this nature was needed to provide supervised specialist training of a consistently high standard for overseas-qualified doctors of quality who wished to complete their training in the UK. The aim of the scheme is to ensure that the training is of a high standard in order to prepare the overseas doctor for a specialist career in medicine in his/her own country.
Who is eligible?/What are the requirements?

From January 1998, all overseas doctors must have passed the academic version of the IELTS test (International English Language Testing System) to be granted Limited Registration by The General Medical Council. Doctors with exemption from PLAB must score a minimum of 7 in each of the four bands of the test. This includes doctors from English speaking countries; USA, Australia, New Zealand, Canada, South Africa, West Indies).

A primary medical qualification acceptable to the GMC for Limited Registration; plus one year's post-qualification experience (normally referred to as 'internship').

At least two years experience in the relevant speciality in which they wish to practice. Some Royal Colleges will require an acceptable postgraduate qualification and/or Part 1 of the relevant Royal College examination.

Candidates who do not meet the above requirements, would not be eligible for the ODTS scheme. Also excluded from applying would be the following:

applicants who have previously failed the PLAB test

applicants who do not hold Part 1 of the relevant Royal College examination (clarify requirements with appropriate Royal College)

applicants qualified in and/or nationals of an EEA country, or those with enforceable EC rights

applicants already working or who are resident in the UK, or another member state of the EU.

 

Which ODTS schemes exist?

 

In the twelve months since this information sheet was last updated, certain further changes have been made by the Royal Colleges to the operation of the ODTS. This is due, in part, to the overwhelming number of applicants wishing to participate in the scheme. We have summarised below the current situation from information provided by the individual Royal Colleges. The situation is fluid and liable to change. It is therefore important that you contact the relevant Royal College for information and advice, before coming to the UK.

 

Royal College of Anaesthetists:

ODTS Double-sponsorship Scheme. The initial approach must be made by a Senior Medical Practitioner from the UK. All appointments must be to substantive, approved training posts. Applications will also be considered from individual doctors whose medical background meets the criteria of the Royal College. They would be required to apply for advertised, approved training posts, in open competition.

 

Royal College of Obstetricians and Gynaecologists:

The Royal College of Obstetricians and Gynaecologists organises an Overseas Training Fellowship Scheme.

The training posts are paid positions for two years at the Specialist Registrar grade. All candidates must meet the following criteria:

Part 1 MRCOG (or equivalent by recognised exemption)

IELTS at the approved level with at least 12 months remaining at the time of application

Three years of supervised practice in obstetrics and gynaecology

Be currently domiciled in their home country

Have not previously registered with the UK General Medical Council

Royal College of Ophthalmologists:

Dual Sponsorship Scheme is in operation. All posts must be approved for training by the College and Postgraduate Dean. Honorary SHO posts will no longer be accepted. Royal College of Paediatrics and Child Health:
The International Paediatric Training Scheme (IPTS) enables suitably qualified paediatricians from overseas to obtain limited registration from the GMC to practise and train in paediatrics in the UK without first having to pass the PLAB test, administered by the GMC.

Doctors on the scheme undertake General Professional Training in Senior House Officer and equivalent appointments and are eligible for up to four years permit-free training.

Applicants who wish to be considered for the IPTS must meet all the following criteria, in that they will:

Have completed a minimum of three years paediatric clinical experience overseas 

Have completed an acceptable internship of not less than twelve months

Hold, or have passed the final qualifying examination for a primary medical qualification accepted by the GMC for Limited Registration

Hold non EU citizenship (exception will be made for doctors with refugee status) and be living outside the European Union

Be proposed to the College by their current overseas Consultant, who must be willing to act as the applicant's overseas sponsor, and be in a position to state that the applicant will be eligible for re-employment on completion of training in the UK

Achieve a minimum score of 7.0 in each band of the IELTS test.

Royal College of Physicians of Edinburgh:

The college has currently suspended the Overseas Doctors Training Double Sponsorship Scheme. Please contact the Royal College for updated information.

Royal College of Physicians and Surgeons of Glasgow:
The Overseas Double Sponsorship Scheme is the only scheme operated at present. The initial approach to the College should be made by the UK sponsor and an overseas sponsor is also required. The UK training post must be a salaried substantive NHS training post carrying both educational approval and approval by the Postgraduate Dean.

The College is not able to arrange training posts for sponsored doctors at present and, therefore, appointments must be arranged in the UK before application for double sponsorship is submitted. Please contact the Royal College for updated information.

 

Royal College of Physicians of London:

The Royal College of Physicians Overseas Doctors Training Scheme is closed. The College is awaiting the result of the current review of overseas doctors training being carried out by the Department of Health, before making a final decision on the development of any revised scheme. The College will consider applications for sponsorship for PLAB exemption from physicians who have been awarded an official scholarship or bursary for clinical training in the UK "under the International Sponsorship Scheme".

Royal College of Psychiatrists:
ODTS is closed indefinitely.

 

Consultant Assisted Sponsorship Scheme: Doctors applying for this scheme must have a UK sponsor who should be a consultant in the NHS and a Member of the Royal College of Psychiatrists. The initial application should be made by the UK sponsor and not by the Trainee. The UK sponsor must be able to offer you a training post within their own training scheme, which should be fully approved by the College. Your UK sponsor is also required to provide written confirmation that they know your overseas sponsor personally. For further information contact the Royal College of Psychiatrists.

 

Royal College of Radiologists:

The Royal College of Radiologists does not operate a formal ODTS. In exceptional circumstances, upon application from the head of a UK training scheme that wishes to offer an overseas doctor a training opportunity, it will consider whether it may be of assistance in applying for GMC Limited Registration without the need to sit the PLAB examination. However, due to the current legislation, the opportunities for this are very limited.

 

Royal College of Surgeons of Edinburgh:

The ODTS double-sponsorship scheme is the only scheme operated at present. It is the responsibility of the overseas sponsor to set up a post for the applicant in the UK, in partnership with a UK consultant. The first contact with the Royal College must be made by the UK consultant who is offering the post.

 

Royal College of Surgeons of England:

Applicants must be nominated by an approved sponsoring body in their home country. The Royal College of Surgeons of England will act as the UK sponsoring body. The College is not able to arrange training posts for sponsored doctors at present. Trainees must have an appointment arranged in the UK before applying to the College for Double Sponsorship. The College only sponsors trainees for FTTA programmes in higher surgical training posts. For further information, please contact the College.
